I don't know that you're assessment is entirely correct on the racial powers. As Derek said, the +5 bonus from the Trow can be real handy in do or die situations. And the Nix ability is nice, but consider that you're giving up a minor action for a chance to be able to use some other ability once more. That means you're giving up lighting someone on fire, doing an offhand strike, defending, moving, etc, for the ability to use some other ability once more, which you still have to use the major/minor action on, which could in turn be used on something else. Sure, the limited use abilities are generally more powerful, but are they that much more powerful? Maybe, but it is at least a tradeoff.
If anything I think the Mezoar have the biggest problem with a weak racial power, since it only works against ranged opponents, and so far there haven't been any ranged opponents (not counting mage types, which seem to ignore defense), though I haven't done all the quests yet, and I'm sure as more quests and enemies get added, the ranged defense bonus will become more useful.
It’s very likely we will make a change along these lines. There are some complications to work out, most importantly how to make sure parties don’t get auto-advanced through many rounds while players are asleep (without forcing them to constantly remember to change their time limit before bedtime).
